Governor Bobby Jindal proposed budget is asking for 98-million-dollars in new tuition and fee hikes for higher education to make up for a 290-million-dollar loss in federal funding. Higher Education Commissioner Jim Purcell supports the measure to put more cost on students.   Purcell points out that even with large cuts in state support for higher education state colleges and universities continue to grow and meet their mandates of graduating more students.
