A Texas judge has ruled that financier Allen Stanford is incompetent to stand trial at this time over allegations that he was involved in a seven-billion-dollar fraud including many in Louisiana. Stanford was indicted in 2009 on 21 counts, including securities fraud and money laundering.  Prosecutors charge he created false accounting records, lied to investors and bribed a regulatory official in Antigua.  While locked up, Stanford got involved in a confrontation with another inmate and suffered a head injury, which is apparently what led to the incompetency ruling.
