Legislation is scheduled to be heard in the Senate Education Committee today that would cap the TOPS scholarship program. The bills author, Senator Butch Gautreaux, believes times are too tight budget-wise to continue putting more money into the TOPS program.  Gautreaux says his legislation would save the state $14 million dollars. He says he's not trying to get rid of the popular scholarship program, but simply limit the amount of resources put towards it.  Gautreaux says his bill would require TOPS awards to pay for 90% of the tuition charged by a public university.
