A deputy driving down Highway 182 in Franklin early this morning noticed a car that had no license plate lights and no brake lights.

The deputy decided to conduct a traffic stop at which time he says the man got out of the car with a shotgun and fled on foot.

The deputy gave chase to the man while ordering him to stop, but the pursuit continued on Cayce STreet to Lee Charles Street where the man fled into a nearby wooded area.

The St. Mary Parish Sheriff's Office, along with help from the Franklin Police Department, set up a perimeter in that area, and they were able to arrest 29-year-old Irving Phillips Jr. in a home on Lee Charles Street.

The deputy learned Phillips had carjacked the victims, but no one was injured during the crime.

Phillips was arrested on the following charges:

  • Resisting an officer by flight
  • Carjacking
  • Possession of a firearm by a convicted felon

The deputy took Phillips to the parish jail for booking, and no bond has been set in the case at this time.
