Controversial Bills

State lawmakers have pre-filed a few bills for the fiscal session beginning Monday that could draw controversy.  One would require that a fetus that dies after at least eight weeks gestation would have to be buried or cremated.  Another measure would allow state retirement systems to take out life insurance policies on state employees.  Yet another would consolidate the state's current higher education boards into one sole governing body.
