AUSTIN, Texas (AP) — More than a third of Texas clinics that perform abortions won't be able to do so today.

A federal appeals court says the state's tough new abortion restrictions can take effect immediately while they're being challenged.

Twelve of the 32 Texas clinics that perform abortions don't have doctors who have admitting privileges at nearby hospitals, which is what the new law requires.
