WASHINGTON (AP) — The nation is entering day four of a federal government partial shutdown.

House Republicans are proposing that the 800,000 furloughed government workers get back pay when the shutdown is over.

And Republicans want to restore government operations on a piecemeal basis.

But conservatives are not backing down from trying to include changes in the health care law in an emergency spending bill.
