BRUSSELS (AP) — European Union envoys are expected to decide today whether to slap Russia with tougher sanctions.

They're discussing limiting Russia's access to European capital markets and halting trade in arms and dual-use and sensitive technologies.

Yesterday, the leaders of Britain, Germany, Italy and France talked via conference call with President Barack Obama about getting Russia to stop allegedly supplying arms to Ukrainian separatists and other actions that are destabilizing the situation in Ukraine.
