The federal government has decided not to place emergency restrictions on Gulf of Mexico shrimpers to protect endangered and threatened sea turtles from shrimpers' nets. In recent letters to environmental groups seeking tougher restrictions on shrimpers, the National Marine Fisheries Service said it would not close down shrimping or force thousands more shrimpers to use devices on their nets that allow turtles to swim out.
