They didn't happen after last year's massive spill in the Gulf, but now the U.S. House is pushing for four offshore oil lease sales by year's end.  Three would take place in the Gulf and the fourth in the Atlantic off the coast of Virginia.  The administration is opposed to the sales, claiming it would "hastily open areas" using pre-oil spill analysis.
