Republican state Rep. Hollis Downs has withdrawn his legislation to create renewable sources of revenues to pay for highway improvements across  the  state--with  little  or no vocal support from his colleagues.  Downs says he didn't have the  support  of  Jindal or other representatives who said they  feared the legislation would have tripled the cost of registration of private cars and trucks.
