Is It Ever Acceptable to Stiff A Waiter or Waitress Their Tip for Bad Service?

We've all had it happen when you go into a restaurant or bar.  Bad service.  Whether it be that your waiter or waitress just flat out ignores you or your order is wrong or any number of other things.  But, is it right to not tip or tip a small amount to express your displeasure?
