The Louisiana Senate has submitted its proposal for redesigning the 39  Senate districts to the U.S. Justice Department. Louisiana must get all political boundary line changes approved under the 1965 Voting Rights Act. Lawmakers hope to get quick approval because legislative elections are scheduled in October. The Senate map includes 11 majority black districts, up from 10 now. It pits two New Orleans Democratic incumbents against each other in the fall election.
