BATON ROUGE, La. (AP) — Louisiana  lawmakers' third attempt to advance a bill establishing regulations governing surrogacy births has passed its first test.

Without objection Monday, the House civil law committee supported a proposal to create a state surrogacy framework. Former Gov. Bobby Jindal vetoed two previous attempts after each bill passed the House and Senate.

Contracts for surrogacy, the arrangement in which a woman carries and gives birth to a baby for another couple, are unenforceable in Louisiana  courts. The woman who gives birth is presumed to be the child's mother.

Under the proposal, women must meet a lengthy list of requirements to qualify as surrogates.

The Louisiana  Family Forum, Louisiana  Right to Life and Louisiana  Conference of Catholic Bishops oppose the bill. Opponents raised moral and ethical concerns.
