The Scott Police Department was called out to the intersection of Westgate Road and Eraste Landry Road after a car crash was reported.

While talking to witnesses, police learned that Popa Ionel was traveling down Eraste Landry when he kept passing several cars by using the turn lane before deciding to make a right turn onto Westgate Road.  Witnesses also say Ionel was speeding.

Ionel's car hit another one, and that driver was then trapped inside.

Officers starting talking to Ionel, who is Romanian immigrant, and they had difficulty with his broken English.

Police say Ionel showed signs of being impaired, and he performed poorly in a field sobriety test.  Police add that Ionel had no travel paperwork or personal identification of any kind.

The man refused any chemical testing, and he was placed under arrest for the following charges:

  • Operating While Intoxicated
  • Reckless Operation
  • Open Container in Vehicle
  • Driving without a License
  • Failure to Register Vehicle

The driver of the other car was treated at a local hospital for minor injuries and then released.
