About one-fourth of the bays at the Bonnet Carre Spillway are now open.  Authorities opened more than 40 additional bays yesterday morning, increasing the flow of water from the Mississippi River into Lake Pontchartrain.  The goal is a lower crest of 19-and-a-half feet downstream in New Orleans where levees protect the area up to 20 feet.
