The  Secretary of State's Office has been given the go-ahead to test a new paper  ballot  scanning  system.  The  system  could be used statewide as early as the spring of 2012.   Secretary of  State  Tom Schedler says the system will read paper ballots and save them to  a computer,  there by cutting down the time and cost of counting paper ballots on election night.
