Scott police officers are investigating an overnight parking lot accident at a local bar that killed one person.

Police Chief Chad Leger said officers working off-duty security at Cowboy's Nightclub were clearing the parking lot when they were alerted to a crash in which a pedestrian was hit.

The driver, 23-year-old Chase Franks, told police he was leaving the parking lot when the victim, 21-year-old Kylie Pannell, ran out in front of him. Franks said he did not see her until he hit her.

Leger said Franks backed his car an immediately called for help. A routine field sobriety test determined that he was intoxicated with a blood alcohol content level of 0.082 percent.

Pannell was taken to a local hospital, where she was pronounced dead upon arrival, Leger said.

Franks was booked into the Lafayette Parish Correctional Center on a count of drunk driving and a count of vehicular homicide.
