TACLOBAN, Philippines (AP) — The mayor of the Philippine city of Tacloban is reportedly urging residents to flee the city.

The New York Times quotes him as saying local authorities are having trouble providing food and water and maintaining order.

Eight people were killed when mobs overran a rice warehouse on the island that was hardest-hit by last week's typhoon. The crowds caused a wall to collapse. Meanwhile, security forces say they exchanged gunfire today with an armed gang.

The official death toll from the typhoon has risen to 2,344, but it's expected to rise -- perhaps significantly.
