Trevis D. Ruffin , 24, 421 O’Neal Chube Street, Franklin, LA was arrested on February 15, 2017 at 6:21 pm for possession of marijuana with intent to distribute. Narcotics detectives patrolling the Franklin area conducted a traffic stop on a vehicle on Fifth Street. During the traffic stop investigation, detectives spoke with Ruffin who was a passenger in the vehicle. Detectives learned that Ruffin was in possession of marijuana and located 6 individually wrapped bags of the illegal substance. Continuing the investigation, detectives also found evidence that Ruffin intended on selling the marijuana. Ruffin was transported to the St. Mary Parish Law Enforcement Center for booking. No bail is set.

Cotina L. Walton, 34, 203 Prairie Road North, Franklin, LA was arrested on February 15, 2017 at 2:34 pm on a Patterson Police Department warrant for identity theft. A correctional officer transported Walton from the Terrebonne Parish jail to the St. Mary Parish Law Enforcement Center for booking. No bail is set.

Zachary A. Hebert, 19, 522 Louisa Street, Morgan City, LA was arrested on February 15, 2017 at 1:24 pm on a warrant for failure to comply with the terms and conditions of drug court. A deputy located Hebert at his residence on the warrant and transported him to the St. Mary Parish Law Enforcement Center for booking. Bail is set at $100,000.

Laquandre Freeman, 20, 500 H Ninth Street, Franklin, LA was arrested on February 15, 2017 at 10:47 pm for improper lane usage and possession of marijuana. A deputy traveling on Highway 90 in the Bayou Vista area observed a vehicle drive onto the shoulder of the roadway several times. The deputy conducted a traffic stop and spoke with the driver who was identified as Freeman. The deputy smelled the odor of marijuana coming from the vehicle and received consent to search the car. A small amount of marijuana was found beneath the driver's seat. Freeman was released on a summons to appear in court on May 10, 2017.
