WASHINGTON (AP) — There's no guarantee that President Barack Obama will adopt some of the most stringent recommendations of an advisory panel he authorized to look at the National Security Agency's surveillance programs.

The panel has recommended sweeping changings, including limiting the bulk collection of Americans' phone records.
