The Council For A Better Louisiana Says That TOPS Needs A Change

TOPS should be capped across the state according to Barry Erwin. He is the President of the Council for a Better Louisiana and has stated that the panel recommends capping the total grant amount across the board. In it's current state TOPS grants tuition money based on good grades and rewards more for better grades. It also goes by which school the student attends.
