WASHINGTON (AP) — The Obama administration is facing a quandary over whether to use drones to kill an American citizen who officials say is a member of al-Qaida and actively planning attacks against Americans overseas.

Legally, the CIA drones watching him cannot strike because he's a citizen and the Justice Department isn't done building the required case against him.

Some in the Defense Department say the man is dangerous enough to take the risk.
