GENEVA (AP) — The Vatican's U.N. ambassador says state officials are the ones responsible for protecting victims and prosecuting people under their jurisdiction, not the Vatican.

A Vatican delegation is in Geneva today to argue that the Vatican has not violated an international treaty against torture and inhuman treatment.

In January, the U.N. committee that monitors the treaty accused the Vatican of systematically placing its own interests over those of victims by enabling priests to rape and molest tens of thousands of children.
