The Obama Administration report on how the Gulf Coast can be restored is out. The report comes from the White House's Gulf of Mexico Ecosystem Restoration Task Force.  The restoration plan calls for fixing the Gulf Coast's many environmental problems like land loss in the Mississippi River delta to the yearly "dead zone", a low-oxygen area of the water that causes fish kills each summer.  The report is out this week at the same time Congress considers a bill designed to handle billions of dollars in Clean Water Act fines BP is expected to pay for the release of more than 200 million gallons of oil into the Gulf during the April 2010 spill.
