HAMMOND, La. (AP) — The City Council has denied a minister's request for a zoning variance that would have permitted him to open a restaurant and game room for young people.

The Rev. Jessie Quillen said the club would cater to students in junior high schools and high schools.

The Advocate reports (http://bit.ly/SOYSvS ) Quillen told the council he would have a restaurant with a limited menu that was appealing to teens as well as video games and an area where students could study and complete school work. He said he planned to reward students who demonstrated academic achievement.

Quillen said alcohol consumption and smoking would be prohibited.

But Councilman Johnny Blount, who represents the area on Martin Luther King Drive, opposed the request, saying the building was not suitable for a club.
