For a third straight year, Morgan City Senator Butch Gautreaux has filed a bill that would cap the popular TOPS college scholarship program. Gautreaux's legislation calls for TOPS awards to pay 90% of the tuition charged by a public university. The democrat says Louisiana's budget can no longer support paying the full cost of tuition. Gautreaux says his legislation could save the state about $14 million. The south Louisiana lawmaker says he's a supporter of TOPS and his legislation is an attempt to preserve the scholarship program. Gautreaux's bill to cap the TOPS scholarship program has failed to pass the Senate Education Committee the last two years. Governor Bobby Jindal also opposes the bill. He says the governor's opposition is based on politics. (Gautreaux's bill will be debated in the legislative session, which begins April 25th.)
