In a letter to the Governor, Congressman Clay Higgins is expressing concerns that the executive order banning church services with more than 250 people is unconstitutional, citing the First Amendment.

Higgins says that historically in times of crisis, people find "solace and safety" in places of worship.

Additionally, Higgins says that by banning these gatherings, specifically in churches, goes against the First Amendment's restriction for the government to "make laws respecting the establishment of religion or prohibiting the free exercise thereof."

While he says he agrees with that religious leaders should follow recommendations from the CDC, it should be the individual institution's discretion whether or not they should congregate.
