What is really going on in the center of this roundabout?

If you travel Dulles Dr to Rue De Belier in Lafayette/Scott you've noticed that the roundabout in that area is partially open.

You've probably also noticed at this roundabout that there's some serious construction going on in the center of the roundabout.

Along with a lot of cinder blocks are scaffolds and many bags of cement.

So, what are they building in the center of this new roundabout? In Scott and Youngsville we've seen things built or put into the center of these roundabouts, and often they have a theme attached to them.

Let me note here that since the priginal photo was taken, the structure is even taller now.

Again, what is this how much higher are they going to go? That is the question I asked on social media and here's what some say they think they're building in the center of this new roundabout.
