Spillway To Be Opened

Governor Bobby Jindal says plans are to open the Bonnet Carre Spillway as early as Monday to ease pressure on Louisiana levees from the rising Mississippi River.  Meantime, a three-phase evacuation plan for the state prison in Angola is in place as river levels increase there with localized flooding already occurring.
