Strain says a Colombian family is purchasing the mill from the state and will make payments owed by the previous owners. Strain says though the mill has not been running, the current owners and Louisiana Green Fuels have been making good on their payments. Strain says the new owners have made partial interest payments of one-hundred-thousand-dollars a year for four years and must start paying on the principal of sixty-million-dollars next year.
