President Barack Obama will promote his health care law in a speech Thursday just days before uninsured Americans can begin signing up for coverage under the law's new insurance marketplaces.

This budget reform coalition of about 30 state lawmakers has put together a package of bills that will change how the budget is crafted and the way the state handles budget cuts.

There have been start-up problems in the first phase of a privatized "Bayou Health" care system for Louisiana's poor and uninsured. Only about 12 percent of eligible Medicaid recipients in southeast Louisiana have enrolled with one of five private health plans due to take over their care in February.

More time is needed to launch a private sector-based health-care delivery system for the poor here in Louisiana.
