Mark Krikorian is the Executive Director of the Center for Immigration Studies and the author of "How Barack Obama is Transforming America Through Immigration".  Krikorian joined 'Mornings With Ken & Bernie' today to discuss President Obama's executive order relaxing immigration laws.  Obama's plan bypasses Congress and will stop deporting and begin granting work permits to younger illegal immigrants.  According to the plan immigrants who entered the country before they were 16 and are younger than 30, been in the country for five continuous years, have no criminal history, served in the military, graduated high school or earned a GED can apply for a two year work permit.  That two year work permit can be renewed repeatedly.

We asked Krikorian what the President's motive was for doing an 'end run' around Congress.  Krikorian said,

"It's a mark of political desperation on the part of the President.   The real question is not the policy of whether there should be amnesty for certain illegals that have grown up here.  That's something that is worth debating.  The place you make that case is Congress.  The President does not get to rule by decree."

Krikorian says this plan does not have any enforcement measures so it would be an on-going problem.
