MONROE, La. (AP) — Nine former or current law enforcement officers have applied to take the Monroe Police Chief's examination. The News-Star reports the civil service test is scheduled for Thursday. The nine applicants expected to take the exam are Maj. Don Bartley, interim Chief Herbert Otwell, former Monroe officer and retired Louisiana State Trooper Cam Douglas, Sgt. Vincent Guiterrez, Det. Quentin Holmes, Officers Charles Johnson and Glenn Kramel, Det. Charles Roark and Metro Narcotics Capt. Hank Smith. The chief's position has been in flux since February, when then-chief Ron Schleuter was placed on administrative leave with pay in connection with allegations he secretly recorded conversations and meetings he had with city officials, including Mayo. Schleuter retired in August.
