All of New Orleans located east of the Mississippi River was placed under a "boil water advisory" for much of the weekend after a power failure late Friday night at the city's water and sewage treatment plant.  Three backup power systems also failed.  Low water pressure to homes and businesses, including the Super Dome, Central Business District and French quarter prompted state health officials to issue a precautionary boil water advisory that wasn't lifted until 6:45 Sunday evening.
