Governor Jindal says efforts to protect communities from severe flooding from the rising Mississippi River are going on 'round the clock. The Governor says Krotz Springs requested a makeshift levee be built to protect them from high water from the probable opening of the Morganza Spillway.  Mr. Jindal inspected flood fortifications underway in and around Morgan City Thursday. He says National Guard troops are working diligently on miles of levee.  He says dozens of Mississippi River levee problem spots have been identified, and crews are shoring them up as well.  The Governor says it's still unclear if, or when, the Morganza Spillway may be opened.  Opening the Morganza will flood hundreds of square miles of rural and marsh land. Not opening it could cause levee overtopping and flooding in Baton Rouge, New Orleans and points in between.
