Many Louisiana taxpayers are upset they are receiving their refunds in the form of a Chase Visa debit card, and now legislators are asking the bank to make it more clear how taxpayers can access their money without being charged a fee or penalty.

Members of the House Appropriations Committee say they have fielded several complaints from people who don't understand get to their money or who are upset they've been charged a fee.

Chase says the cards can be used at Chase ATMs without incurring a fee. They can also be used to pay for items at participating retailers. However, they say a fee will be charged if the cards are used more than once at a non-Chase ATM.

The state did away with writing checks for individual refunds, saying the prepaid debit cards are saving the state money.
