BATON ROUGE, La. (AP) — The Louisiana legislative auditor finds two state hospitals have contracts that fail to comply with state law.

The Advocate reports the auditor found that savings realized from "energy efficiency" contracts were not measurable or verifiable at the University Medical Center in Lafayette and Lallie Kemp Regional Medical Center in Independence.

The "energy efficiency" results, instead, were agreed to by the private contractor, Johnson Controls Inc., and hospital officials. Stipulating to results in contracts is forbidden by state law.

In a letter responding to the audit findings LSU System Chief Financial Officer Wendy Simoneaux wrote that LSU is conducting detailed investigations and has hired an industry expert to review the complex technical contract.
