It's the time of year when red and green Christmas decorations change to purple, green and gold for Carnival season in Louisiana.

But it's been a slow transition in some places. In Shreveport, Christmas decorations are only now coming down from street lights, while Mardi Gras banners are being hung. Leaders of business and government groups said there were various reasons for delays, including cold, wet weather.

Also, some entities share equipment, according to a story in The Times of Shreveport. For instance, Caddo Parish officials have to borrow a lift from Shreveport's Downtown Development Authority to remove decorations from live oaks at the parish courthouse.
