Ex-Boyfriend Charged

The ex-boyfriend of an Oil City woman who has been missing since Sunday has been arrested.  Sheriff's deputies took 40-year-old Eddie Jackson into custody as he's accused of kidnapping 30-year-old Tracy Winslow outside her apartment.  She hasn't been seen since then.  Her car was found burned and abandoned at an intersection Monday.  For now, Jackson is charged with second-degree kidnapping.
