The  House   Appropriations   Committee   continues   early   budget
hearings--trying  to  get  a jump on the regular legislative session
which begins April 25th. Panel  members  have  been  going  over the
details of the Governor's proposed $25-billion state budget for  the
fiscal  year  that  starts  in  July.  Mr.  Jindal's  budget fills a
billion-dollar revenue gap by shifting funds from agency  to agency,
by  eliminating  more state jobs, selling some state properties  and
privatizing some state prisons.
