Rep. Hines Drops Out Of Sec. Of State Race

New Orleans Representative Walker Hines announces he is dropping out of the race for Secretary of State. Hines' announcement comes three days  after House Speaker Jim Tucker declared he was a candidate for the office held by Tom Schedler.  The vote for the state's top elections officer is in the October 22nd primary.
