A new report from the Pelican Institute for Public Policy claims that more than one third of Louisiana's higher education funds are wasted on students who never graduate. Kevin Kane is President of the Institute and he says the estimated wasted dollars amount is 440-million dollars annually. UL System President Randy Moffett says Louisiana is moving in the right direction and that the community college system is growing. Kane says that one of the problems the study highlights is that too many students are being put into four-year colleges when many would be better in two
