In the wake of Governor Bobby Jindal's call for the Louisiana Board of Regents to look at the idea of merging the University of New Orleans and Southern University at New Orleans, the board held a full day of discussions yesterday followed by a two-hour public comment period in Baton Rouge.   Dennis Jones, a consultant who heads up the National Center for Higher Education Management, says he's not ready with a recommendation but told the Regents higher education is not well-served in New Orleans by maintaining the status quo.
