Republican Senator David Vitter of Louisiana says the National Oil Spill Commission's final report on the BP oil spill is "credible and helpful in a number of ways", but disappointing.  He says the report makes no mention of the Gulf being "virtually shut down" nine-months after the Deepwater Horizon explosion.  Vitter also says that statements in the report that misjudgments leading to the disaster are systemic are in his opinion "overstated" and not supported by facts.
