The chairman of the commission overseeing Louisiana's 200th anniversary is asking the state's 4.4 million citizens to help pay for the celebration.   Retired Lt. Gen. Russel Honore says he'd rather not use state or federal tax money for ceremonies marking Louisiana's admission to the Union in 1812.Honore says a dollar per person would more than cover advertising and events over the next two years.  The celebration runs through Dec. 31, 2012. Honore says the peak will be April 30, 2012, the actual statehood bicentennial.
