Unlawful Presence Waiver for Illegals from the Obama Administration

The Department of Homeland Security has planned on a program to allow an Unlawful Presence Waiver to illegal aliens in the country.  The details include that those that get the waiver are those that have relatives that are U.S. Citizens.

It's interesting that this is taking place in an election year.  Regardless of that, is this a good idea to keep relatives of citizens around that are illegals or is it a bad idea?
