Youngsville Police Say LPSS Employee Allegedly Had Sex With Student
According to Youngsville Police Chief Rickey Boudreaux, an employee of the Lafayette Parish School System is accused of having sex with an exchange student.
36-year-old Kimberly Wellman-Rich and her husband were the hosts of the male foreign exchange student.
In addition to the allegations of sex, Boudreaux says investigators alleged that the woman and her husband were supplying this exchange student with marijuana and alcohol.
An investigation began on January 26 after an anonymous complaint was received by the Department of Children and Family Services.
Boudreaux says investigators say that witnesses told them that Kimberly's husband, Jeffery Rich, "had first-hand knowledge of the sexual relationship his wife was having a sexual relationship with the juvenile male."
Kimberly Wellman-Rich was arrested on the following charges:
- Indecent Behavior with a Juvenile
- Encouraging or Contributing to Child Delinquency
- Contributing to the Delinquency of a Juvenile
- Felony Carnal Knowledge of a Juvenile
Her bond was set at $72,500.
Mr. Rich was arrested on the following charges:
- Contributing to the Delinquency of a Juvenile
- Accessory After the Fact to Felony Carnal Knowledge of a Juvenile
Mr. Rich's bond was set at $10,000.
According to Chief Boudreaux, the foreign exchange student was removed from the Richs' home in the 100 block of Shadowbrook Lane on January 26 by officials with the Lafayette Parish School System with help from the company in charge of the placing of foreign exchange students.

The investigation revealed that Mrs. Wellman-Rich began having sexual intercourse with the male juvenile when he was 15-years-old up until the time he was removed from the Rich residence.
Public Information Officer with the Lafayette Parish School System has issued the following statement concerning this incident:
The Lafayette Parish School System is aware of the allegations of inappropriate conduct by one of our employees. Allegations of this nature will continue to be taken very seriously and will be thoroughly investigated. Never will alleged inappropriate conduct of an employee be taken lightly. LPSS is fully cooperating with law enforcement in their investigation. Because this is a personnel matter, no further information will be provided.
