An architect for what is now the Affordable Care Act referred to the "stupidity of the American voter" and a lack of transparency being critical in the law receiving final passage.

In a 52 second video distributed by the Louisiana Republican Party, Jonathan Gruber is seen taking part in a panel discussion about political transparency.

"This bill was written in a tortured way to make sure CBO did not score the mandate as taxes," Gruber says in the video. "If CBO scores the mandate as taxes, the bill dies."

"Lack of transparency is a huge political advantage, and basically, you know, call it the stupidity of the American voter, or whatever but basically that was really really critical to getting the thing to pass," Gruber continues. "Look, I wish...we could make it all transparent, but I'd rather have this law than not."
