When Sheriff-Elect Mark Garber takes office on July 1, 2016 his Chief Deputy will be Carlos Stout. Currently Stoute serves as Carencro Police Chief, a positon he has held since 2002.

Of Stoute, Garber said,

Carlos brings a combination of law enforcement experience and department management experience with him and I think both qualifications are necessary to help run one of the largest sheriff's departments in the State of Louisiana. He is respected, smart and will be an asset to my leadership team.

Stoute has 25 years of experience including 11 years as a correctional deputy, he also worked airport security and with the Lafayette Metro Narcotics Unit.
